Painting/Dying orange skirt

I've got this long orange skirt that's either cotton or chiffon (not sure which) and I'm thinking of adding horizontal stripes to the skirt (would look like a big bullseye from a bird's eye view), but I'm not sure the best way to go about it.

Thoughts?

draw feint pencil lines & then pait if with fabric paint.

if you want it a little more organic you could always tie-dye it & still get the stripy effect.
