Help For Oily Skin

Brrraaaah!
So my skin is super oily, especially on my forehead. And I have random boughts of acne, and then my skin clears up then BOOM it happens again.
What is the best skin care for the oilyness as far as washes and such go?
I need something good but inexpensive.

My OH uses and absolutely swears by proactive.
