Halo Adjustment

Hi guys,
Im desperately in need of assistance. Ive just purchased a Halo extension. Ive searched and studied every tutorial and video but still i cant get it to adjust. It seems to be stuck. When i gently pull on the loop to bring the wire in, nothing happens. Any suggestions??
