Won a dread competition, nearly 9 months later no dreads

So I won a competition for a set of dreads last September, I don't want to name the specific seller but it's now almost June and there's still no sign of them. Since it was a competition I haven't lost any money, but it's still really annoying. If they didn't want to do it they shouldn't have held a competition. I've messaged them a number of times, once in December and again in March, they've apologized repeatedly and offered me a discount if i purchase anything from them, but I don't really want to after all this. Is 9 months too long for a competition? Should I really be able to complain about it when it's free?

Yes, you have the right to complain. It's still an agreement, even if no money was exchanged. I'd report her so we can put her on the NPSL. Leave a review in the reviews section.
